From the Files of Star Fleet Command (1980)

The Star Trek in-universe fanzine “From the Files of Star Fleet[sic] Command” was published in 1980 and appears intended to explain some changes made in Star Trek: The Motion Picture from the original series. It doesn’t name the author but dies identify “Star Fleet[sic] Historical Archives” as the publisher.

But first, some comments about “Star Fleet” and “Starfleet”. “Starfleet” — one word — is the correct form. Gene Coon established the concept of “Starfleet” in the 15th produced episode (including the unaired pilot “The Cage”) of the original series, “Court Martial”. It is first shown printed on the classified briefing folder and memo about Talos IV that Commodore Méndez shows Captain Kirk in “The Menagerie, Part 1”, the 16th produced episode.

“Star Fleet” may have been been used in early news articles TV listings but it wasn’t officially used on the broadcast show. The Gold Key Star Trek comics beginning in 1967 are the earliest examples I know off that used “Star Fleet” but they are hardly considered canon. In all likelihood, “From the Files…” was emulating Franz Joseph’s pseudo-canon Star Trek Star Fleet Technical Manual from 1975. Wikipedia notes:

As an unexpected legacy, Franz Joseph’s blueprint and book are responsible for beginning the subgenre revolving around the blueprints and schematics of fictional vehicles and locations from Star Trek: The drawings inspired fans to create their own unofficial blueprints of other invented spacecraft intended to fit into the Star Trek idiom.

“From the Files…” consists of four sections: an forward by Admiral Nogura (mentioned by Admiral Kirk in TMP) explaining the contents of the files; a section on intelligence containing information on the new breed of Klingons and their ships as well as some comments on the Romulans; a section describing the refit process and ships’ statuses; and finally a section describing the revisions to the warp and impulse engines, phasers, photon torpedoes, and shields, and other equipment such as transport pods and spacesuits.
